These Terms of Use govern your use of Nepal HelpLine. By installing, opening, or using the app, you agree to these terms. If you do not agree, do not use the app.

## 1. Purpose of the app

Nepal HelpLine is an offline-first public phone directory and emergency contact reference app for Nepal. It is designed to help users quickly find public contact information for categories such as:

- Emergency services
- Police and security
- Fire and ambulance
- Hospitals and health services
- Women and children services
- Government services
- Government complaints
- Electricity and utilities
- Disaster and rescue
- Travel and tourism
- Information and inquiry
- Ward offices
- Other public services

The app may also allow users to store personal emergency contacts locally on their own device.

## 2. Emergency disclaimer

Nepal HelpLine is not an emergency dispatch service. It does not replace official emergency response systems, police, ambulance, fire services, hospitals, government agencies, or other official authorities.

For urgent emergencies, call national emergency numbers first. Contact details are collected from public sources and may change. Please verify critical services where possible.

The app may show emergency numbers such as police, fire, ambulance, traffic, child helpline, women helpline, tourist police, disaster contacts, electricity contacts, and government inquiry numbers. Availability and correctness may vary by location, time, provider, and network conditions.

## 3. No official government affiliation

Unless clearly stated otherwise in writing by an authorised authority, Nepal HelpLine is not an official government app and is not operated by the Government of Nepal, Nepal Police, hospitals, utilities, ward offices, or other listed organisations.

Organisation names, logos, categories, phone numbers, source URLs, and public contact details are used for directory and informational purposes.

Every published directory record includes an original source URL. A complete record-level source register and a source URL index are available at:

https://nepal-helpline-data.pages.dev/docs/official_sources.md

https://nepal-helpline-data.pages.dev/docs/contact_sources.csv

## 4. Public directory information

The app displays public contact information collected from public sources, official sources, directories, public notices, websites, and other available references.

The app may show fields such as:

- Organisation name
- Nepali name
- Category and subcategory
- Address and service area
- Province, district, palika, and ward
- Phone numbers and hotline codes
- Email and website
- Working hours
- Source type and source URL
- Verification status
- Confidence level
- Last checked date
- Notes

Some fields may be missing, incomplete, outdated, or incorrect. You should independently verify important contact details before relying on them.

## 5. Verification labels

The app may show verification labels such as:

- Verified
- Needs Review
- Unverified

These labels are intended to help users understand the confidence level of directory records. A "Verified" label does not guarantee that the contact is always correct, available, official, or suitable for your specific situation. A "Needs Review" or "Unverified" label means additional checking may be needed.

## 6. Source type labels

The app may show source type labels such as:

- Official Government
- Official Organisation
- Official Hospital
- Police / Security Official
- Utility Official
- NGO Official
- Directory

These labels are informational only. Users should review the source and use judgment before relying on any contact.

## 7. User responsibilities

When using Nepal HelpLine, you agree to:

- Use the app lawfully and responsibly
- Verify critical information before relying on it
- Use national emergency numbers first for immediate emergencies
- Avoid misusing listed phone numbers, email addresses, or websites
- Avoid harassment, spam, false reports, abusive calls, or unlawful communication
- Avoid submitting false or misleading correction suggestions
- Keep your own device secure
- Be careful when adding personal emergency contacts or photos

You are responsible for calls, SMS messages, emails, data charges, roaming charges, and other costs that may result from using your device or mobile network.

## 8. Personal emergency contacts

The app may allow you to add personal emergency contacts, including a name, phone number, relationship or note, preferred action, and optional photo.

You are responsible for ensuring that:

- You have permission to store another person's information in your device
- The number you enter is correct
- You update or delete the contact when it is no longer appropriate
- You understand that personal emergency contacts are stored locally on your device in the current version

Nepal HelpLine is not responsible for incorrect personal contact entries added by users.

## 9. Location features

The app may allow you to use GPS/current location to autofill location filters or find relevant local directory contacts.

Location results may be approximate or incorrect. The app may depend on device location services, platform geocoding services, network conditions, and available directory data. You should confirm location-based results before relying on them.

The app does not guarantee that the nearest, fastest, or most appropriate service will always be shown.

## 10. Correction suggestions

The app may allow you to suggest corrections for wrong numbers, new numbers, closed offices, duplicate entries, missing organisations, or other issues.

Correction suggestions are not automatically applied to the public directory. They may be saved as pending review. We may accept, reject, edit, verify, or ignore correction suggestions at our discretion.

By submitting a correction, you confirm that the information is accurate to the best of your knowledge and that you have the right to submit it.

## 11. Remote data updates

The app may download updated public directory data from a remote data source when internet access is available. If remote sync fails, the app may continue using cached local data or bundled offline seed data.

We may update, add, remove, reorganise, or correct directory records at any time. We may also change the remote data source or update schedule.

## 12. Optional national emergency alerts

Nepal HelpLine may offer an optional National emergency alerts setting. If you turn this feature on and grant operating-system notification permission, the app may receive notices relating to events such as earthquakes, floods, landslides, severe weather, or other public-safety matters.

Nepal HelpLine is an independent app, not a government warning authority, emergency dispatch service, or public warning system. An alert from the app must not be treated as an official instruction unless it clearly identifies an authorised source and provides a valid source URL. Always follow directions issued by competent authorities and use official national emergency numbers first in an urgent situation.

Notification delivery is not guaranteed. Alerts can be delayed, not delivered, silenced, blocked, or unavailable because of network conditions, device settings, operating-system behavior, battery restrictions, app installation state, Firebase or Apple/Google service availability, or other factors. Do not rely on the app as your sole source of emergency information.

You can disable national emergency alerts at any time in the app or through device notification settings. We may change, suspend, or discontinue the feature where necessary for safety, misuse prevention, legal compliance, or operational reasons.

## 13. External services and links

The app may include buttons or links for phone calls, SMS, email, websites, maps, or other external services. When you use these features, you may leave Nepal HelpLine and interact with third-party apps or services.

We are not responsible for third-party websites, phone services, SMS services, email providers, maps, operating system services, or other external services. Their own terms and privacy policies apply.

## 14. No professional advice

Nepal HelpLine provides directory and contact information only. It does not provide legal, medical, emergency, security, government, immigration, tourism, electrical, disaster-response, or professional advice.

For professional help, contact the relevant qualified authority, licensed provider, or official service.

## 15. Availability and changes

We aim to keep Nepal HelpLine lightweight, useful, and available offline. However, we do not guarantee uninterrupted access, error-free operation, complete data, or compatibility with every device.

We may update, suspend, change, or discontinue any part of the app at any time.

## 16. Intellectual property

The app design, code, arrangement, branding, and original content are owned by the app publisher or licensed to the app publisher, except for public directory information and third-party materials that belong to their respective owners.

You may use the app for personal, public-service, and informational purposes. You may not copy, resell, reverse engineer, misuse, or redistribute the app in violation of applicable law or platform rules.

## 17. Limitation of liability

To the maximum extent permitted by applicable law, Nepal HelpLine and its publisher are not liable for loss, damage, injury, delay, missed service, incorrect contact information, failed calls, network issues, data loss, emergency response delays, or other consequences arising from use of or reliance on the app.

Use the app at your own discretion. Always contact official emergency numbers first in urgent situations.

## 18. Indemnity

You agree to be responsible for your misuse of the app, unlawful conduct, false submissions, abusive communications, or violation of these terms.

## 19. Termination

We may restrict, suspend, or discontinue access to the app or related services if needed for security, legal compliance, misuse prevention, operational reasons, or policy compliance.

You may stop using the app at any time and uninstall it from your device.

## 20. Changes to these Terms

These Terms of Use may be updated from time to time. Updates may reflect app changes, legal requirements, Google Play requirements, data source changes, or operational needs.

Continued use of the app after terms are updated means you accept the updated terms.
